PRISCILLA HUANG

Executive Director

Priscilla Huang (she/her) is the founding executive director of the Center for Asian Americans in Action, a nonprofit organization that conducts policy analysis, engages in policy advocacy, and strengthens the policy capacity of community organizations to build a more equitable society for Asian Americans in Orange County and beyond. 

Priscilla has a background in health care policy, health equity, immigrant health coverage, and reproductive and sexual health. She was a senior attorney at the National Health Law Program, and served as a consultant and senior advisor to the White House Initiative on Asian Americans and Pacific Islanders under the Obama Administration. Priscilla spent over 10 years as a non-profit advocate in Washington, D.C. working on a variety of federal policy issues impacting Asian American communities. 

Priscilla received her JD from American University, Washington College of Law, where she was one of ten Public Interest/Public Service Scholars. She received a BA in English and Philosophy from Boston College. Priscilla was a Georgetown Women’s Law and Public Policy Fellow, has served on several boards and advisory committees and has been recognized for her leadership by the National Immigration Law Center, Families USA, and the Congressional Black Caucus Health Braintrust. She spends her free time trying to keep up with her two energetic young boys, who inspire her to fight for a more just and equitable world.


Aliyah Angel C. Guina

Policy and Communications Associate

Aliyah Angel Guina (they/she) is the Policy and Communications Associate for the Center for Asian Americans in Action. Under the direction of the Executive Director, they will support the team through policy research and communications. They received a BA in Public Health Policy from UC Irvine. In their free time, they enjoy playing video games and creating art.


Ellen Ahn

Advisory Council

Ellen Ahn, J.D., M.S.W., is the Executive Director of KCS (Korean Community Services). She leads a vibrant and dynamic community health center and community-based social services organization. Ms. Ahn is committed to issues involving health equity and service access. She holds a BA in History from Yale, a JD from Georgetown, and an MSW from USC.

Mary Anne Foo

Advisory Council 

Mary Anne Foo is the executive director and founder of the Orange County Asian and Pacific Islander Community Alliance (OCAPICA). The agency has programs in health, mental health, policy and civic engagement, youth leadership, education, and workforce development. Ms. Foo has been working for more than 30 years in California and at a national level on issues impacting underserved populations. She also serves as a trustee on several boards including a local hospital and foundation. She received her BS from UC Davis and her MPH from UCLA.

Manjusha (Manju) P. Kulkarni

Advisory Council

Manjusha (Manju) P. Kulkarni is Executive Director of AAPI Equity Alliance, a coalition of more than forty community-based organizations that serves and represents the 1.5 million Asian Americans and Pacific Islanders in Los Angeles County. She co-founded Stop AAPI Hate, the nation’s leading aggregator of COVID-19-related hate incidents against AAPIs.

Susan Lew

Advisory Council

Susan Lew, MS, is Director of the Hsu Hwa Chao Foundation. She is also a public health professional, health and science writer, musician, and community activist. Her writing has appeared in Brown Medicine Magazine, the Journal of Risk Research, and publications of many healthcare organizations. Susan holds a MS from Harvard School of Public Health, where she specialized in social determinants of health, behavior change, and health communication.

Tricia Nguyen

Advisory Council

Tricia Nguyen is the CEO of Southland Integrated Services, Inc. formerly known as Vietnamese Community of Orange County. She is responsible for the administration, financing and operations of the non-profit that provides comprehensive health, mental health, social, transportation and other supportive services to low-income residents in Orange County. She is currently serving as the Treasurer on the Board of Coalition of Orange County Community Health Centers, and previously served on the Board of Directors for CalOptima and Multi-Ethnic Collaborative of Community Agencies. She has a Master’s Degree in Public Health from UCLA.
